I’m a Permanent Resident in Canada, I would like to first apply spousal sponsorship for my husband then after IRCC received the file, can I travel outside Canada to meet my husband again or not?

As a PR, you'll be required to physically remain in Canada for the whole duration of the spousal application process.
If your spouse is not from a visa-exempt country, he may try to apply for a Temporary Resident Visa, but would need to demonstrate strong ties to the his country. As your spouse, he would actually have strong ties to Canada and would probably be denied a TRV on this basis.
