Another Police Clearance Certificate (PPC) requested?

Hello everyone,

I'm applying for PR through the family class program. Everything was moving smoothly until a couple of days ago when I was requested to submit another Police Clearance Certificate (PPC).

Now here's a bit about me:
  • I was born in Iraq.
  • I moved to the UAE at the age of 2.
  • I have visited Iraq every now and then, but usually for a couple of weeks only.
  • I lived in the UAE until the age of 22 before moving to Canada.
  • I haven't visited Iraq since moving to Canada.
Now as far as I understand, I'm only supposed to submit a PPC from the countries in which I have stayed for 6 consecutive months or more after turning 18. Based on that criteria, I'm only supposed to submit a PPC from the UAE.

However, the request letter I received from IRCC says the following:

"Police Certificates (Multiple): You are required to provide a copy of your original police certificate from Iraq and the country where you have spent most of your adult life since the age of 18 (if different). Please follow these instructions to ensure you provide the correct police certificate: https://www.canada.ca/en/immigration-refugees-citizenship/services/application/medical-police/police-certificates/how.html - This must be received at this office by: 2025/03/19"

Now you might be saying: "what's the issue? Just submit one from Iraq anyways." Oh dear! If only you knew how big of a hassle it is to get this document from Iraq, especially for someone residing abroad. I'm not even sure if it'll be ready before the 1 month deadline.

Is there a way to dispute this? The letter states that:

"If you are unable to submit the requested document(s), you must notify our office before the due date with an explanation and proof as to why you are unable to submit the documents.
If we do not receive a response from you within the allotted time, a decision will be made based on the information on your file, which could result in the refusal of your application.
"


Has anyone tried to do that and has it worked? Your insights are much appreciated!
