Those people confuse two parts of getting study permit.
It does not matter what country you are from if you wish to study in Canada , first (1) you have to get an "Inroduction Letter" (sometimes IT is called Study Permit but technically it is not it) from VO. When you get it then (2) you come to the border and get your Study Permit there.
1. No, not for US citizens. The don't have to go through LA, if they don't want to. With the acceptance letter, proof of funds etc etc, they can apply on entry to Canada. Yes LA processes SP as well for US Citizens. From their web site

Citizens of the USA (including Puerto Rico), St. Pierre et Miquelon and Virgin Islands (US);
Persons lawfully admitted to the USA (including Puerto Rico), St. Pierre et Miquelon and Virgin Islands (US); and
Persons who hold valid visitor status in Canada (for Study Permit applications only).
