The proposal came and we are so happy, we've been talking about it for a while and we want to start new in beautiful Canada.
He is 24, born and raised in Belgium, with a Canadian mother. He is currently in the process of becoming a Canadian citizen and moving there. Once he is there we will start to work on getting married and getting me citizenship.
He speaks French and English and will have absolutely no problem, I on the other hand only speak English. We have been dating for two years, since we met while I was in Europe for school.
I am so overwhelmed with the information I'm finding and have absolutely NO idea of where/when/how to begin, what documents I need, timelines, I'm very confused.
I know it's asking a lot, but a walk through or simple list of actions we need to take would be very helpful.

He can't sponsor you until he gets his citizenship (which you probably figured out already). You also don't get citizenship. You'll get permanent residence status ("Green Card" status, called "PR" here). You can apply for citizenship later after 3 years.

If you have a professional degree, you can look into getting a NAFTA work permit. That will allow you to get into Canada earlier and get a job much easier than a typical foreigner. All you need (basically) is a job offer from a qualifying job and the application package for a work permit.
