I have read in the Canadian news that priority will be given to people with American H1B visas to transfer their skills to Canada instead of USA. It is not that they will get priority, but pretty much is like an extra thing to have your Canadian Permanent Residency approved.

My question is: Does that mean that if you are an American citizen is also easier to immigrate to Canada under Skilled Worker program due to our similarities in culture?
 
There are all kinds of different immigration programs. Alberta is the only province that has a program especially for H1B holders who work in professions on Alberta's most wanted list. There is no special program for US citizens except a NAFTA visa but you'd also have to be in a certain occupation for that.
