or does it mean:
A 'seminar' is defined as a small class at a university, etc. for (1) discussion and research, or (2) a short intensive course of study, or (3) a conference of specialists. ...
In other words, consider (2) or (3): a short intensive course of study or a conference of specialists; if it is not a small class at a university, is it a seminar by the definition? The first interpretation says yes, while the second says no.
(I think the second interpretation is wrong, because "a small class for a conference" doesn't make sense -- you don't hold a conference as a class. And academic conferences, which are presumably meant to be exempted, are often not small and often not held at a university.)
