My study permit says i must leave canada by June 2020.
I failed my first semester and was removed from my program January 2019
I have not registered in any school or program due to finances
1.Because I have another year left on my visa can CBSA remove me NOW from Canada for violation of study permit despite that im in country with a valid permit
2.Could the new rules about being out of status and apply to get reinstated remedy my situation?

Your study permit usually gets cancelled 90 days after you drop out or get kicked out. I think you need to leave the country. I really hope you are not working right now.

Agree. Your study permit should get cancelled or if you’re not attending your program. You also needed to stop working as soon as you stopped studying full-time.

No. You need to go back to your country and apply for a new study permit from there. You are out of status unless you changed to become a visitor before your permit got cancelled. Since you are obviously working illegally (you mentioned financial problems), you are bound to get caught.
 
Isnt employer suppose to check if a student has valid study permit? Valid SIN number?.

All an employer sees is the study permit you show them. The permit can be cancelled already but the employer wouldn't know that. It was entirely YOUR responsibility to make sure that you were complying with the law.

Your school should have reported that you were kicked out and if they did, IRCC likely cancelled your study permit. You have been working illegally since you stopped studying and really need to leave Canada.
