To be eligible under FSW you'd have to score a "6" or above in all four sections to be eligible.

The new Express Entry program places a high value on having good language scores - so having a higher score will only help you.

The only advice now is to retake the exam because your scores are too low.

How to improve? practice more using IELTS Books/CDs, hire a tutor, or attend IELTS classes

You should google what schools you want to attend and look up their official admissions sections on their school website and it will tell you exactly what scores you need to be eligible for admission.

Do a little research would help you - since it's your future

I don't have any idea what is my NOC. My current work now is Branch Cashier in a motorcycle company. I also ask my close relatives in manitoba about NOC, they also don't know bout it. Please help. I already submitted my application last July 2014. Still, my status is received. How much time I have wait to have or received Letter of Approval..
