I mailed my application for post graduation work permit on Mar 30. My study permit and off-campus work permit say "valid until 30 Mar 2013". I heard that the time the post office receives the package is considered the date I submit my application. And I can submit the application on the last date issued on my study permit. Is that true？Am I in implied status now?

According to posts on other sites, the application must be postmarked (received by the post office) at least one day before the current permit expires. You need to contact CIC; there is a good chance that you aren't on implied status and you will need to apply for restoration of your status.
