I have completed my 1-year course and waiting for my final transcripts from College so that I can apply for work permit. In the meantime, can I work full time?

Apply for a PGWP while your study visa is still valid and you can continue working. If you are not studying and have not applied for the PGWP you can't just work. That's if you are eligible for a PGWP.
