You CAN apply for student visa if you met the requirement, even if you have a pending PR application. Take me as an example.

Check the CIC website for eligibility requirements.

I guess you meant Canada, not UK. Right?

Anyway, I applied for Canadian PR from Kuwait in 2005. The responsible visa office for Gulf countries is CHC London UK

A year later, I got acceptance from a Canadian university and so I applied for a Canadian student visa through the visa office responsible (which in this case the Canadian visa office @ Abu Dhabi). I am currently in Canada on study permit waiting for PR visas to be issued.

2nd one planning is to get addmission in canadian university and get student visa then transfer my immigration file to canada .....

File transfer is not a simple task. On one hand, it is not easy to request a file transfer just because of address change. On the other hand, file transfer can sometimes occur without any request from an applicant (such as file transfer to the office responsible for the country of citizenship).

In my case, I just could not transfer my file.

For universities, it does not matter to go to either Japan or Canada if the university that accepted you has a high ranking (such as University of Tokyo or University of Toronto).

However, you are trying to immigrate to Canada, and so Canadian education is a must for you to be able to find a decent job in Canada. Not to mention your need to learn Japanese if you choose to go to Japan.

If I am in your shoes and get acceptance at a decent Canadian university, I will prefer going as student to Canada.

thanks dear

Actaully i did my master from university of tokyo ( high ranked university)..u know already.....
problem is not like that i should go canadian university!!! i just thinking about short with economically way!!!
if i m going to japan then i ll get full scholarship there ..no need pay any thing by myself even i can save some money....in the same time , i can get my canadian immigration visa very quickly from tokyo embassy if my file will be transfered to tokyo embassy !!! thats is reason i like to go to japan for to phd degree in university of tokyo!!!!i think university of tokyo is accredited in canada .......

but i m going to canada then there is a few scholarship to get ..becuase this is english country ..there is high class competition!!so i shoud get my addmission my myself and i have do by myself for every thing..it is expensive for me ...offcourse canada is best option to go for study if some one like to immigrate there...so i put this option to 2nd level!!!!!

please comment here .i really appreciate u !!!
