Hello,
I'm currently trying to find a way to immigrate to Canada with my family. I'm in the very early stages of research. I am wondering if I am considered Canadian By Decent and if so, could I immigrate to Canada?

My grandparents were born and raised in Canada, but crossed the border to New York a few weeks before my father was born (in 1930). I'm assuming since both his parents were Canadian citizens, then he'd be too...But he was born in New York so I'm not sure. I was born in 1970 before the Canadian By Decent laws were changed in 2009 if that makes any difference...

So, am I Canadian By Decent and if so, could I gain permanent resident status in Canada for me and my kids (ages 7, 11, 14, & 23)?

Most likely not.
From what you said, your parent never asked for proof of Canadian citizenship (also he has right to it). But you as a second generation born abroad.
Also you were born before 2009, you were supposed to be registered. And you do not mention anything like this. So most likely not.
Your father thou, is / was a Canadian citizen.
