Am i allow to work if my study permit expired?

I just graduated last week from Carleton University and I started a job at beginning of this month.

I am allow to work full time with my study permit during the summer.

The application process time for work permit is around 80 days but my study permit expires at July 30.

I called Immigration office and they tell me I can still stay in Canada until they make the decision of my work permit application (this means that I can stay in Canada after July 30 if I don't receive my work permit yet)

There is a question: am I allow to work after July 30 during the waiting for my work permit?

If you have already applied for a PGWP, then yes. During this time, you will be under implied status. In other words, implied status allows you to continue working under the conditions of your expired work permit as you wait for CIC to make a decision on your application. Again, as long as you applied for a PGWP before your current work permit expires (in your case July 30th) and remain in Canada.

Do you have valid SIN card? If yes, I don't think any problem working though. When you called CIC, you should have asked about working too after July 30. They won't bite you.
And yes, until you get decision on your application you can legally stay in Canada for three months after your studies.
