Am I able to apply for a Work Permit even if I am not graduated from here ?

Hello,

Actually I am a computer science student and I am in Montreal University doing my third and last year of bachelor as an exchange student from france.

I will get my bachelor at the end of april , which is a french bachelor and not a canadian bachelor , but it is recognized here and considered as a bachelor as well.

My study permit and CAQ will end at the end of august 2016 . I want to settle here apply for the immigration .

After checking the CSQ conditions , it seems that I can not apply under the PEQ since I am not graduated from Quebec .

So I think , and I don't know , if the only way to apply for immigration in my status , is to get first a work permit and a valid job , then apply under the skilled workers section or maybe the PEQ skilled workers.

I have a great level in French and already have my DELF B2 since 2008 ! and same for english.

My degree is Bachelor of Computer Science and I do not know if it is demanded or not in Quebec.

So the question is , can I apply for a work permit even if my degree of study isn't from canada ?And when to apply ? And is there a valid way for me to apply for immigration?

Second question , do I need to do something called LMIA application ?
