I am Canadian by descent but I have been born outside Canada, and lived all my life outside.. 3 years ago I started visiting Canada for a couple of months every year, and I had some documents in the Quebec Government. Now I am back to my country of birth, and wish to sponsor my husband to come to Canada. In many applications, they state that Quebec residents should not fill this, or fill that.. So? Am I a Quebec resident?

A "Resident" is someone who has a status in a specified country.
To be a Quebec Resident you need to:

  • Really live in Quebec at the moment.

or

You should have proofs that you are active in that country. for example :

  • SIN number
  • Gas/fuel oil home heating bill
  • Electric bill
  • Water bill
  • Telephone bill (land lines only, no cellular phones)
  • Property tax bill
  • Bank statement (bank accounts and brokerage accounts only, no credit card bills)

If you are travelling but still maintain an address in your home country, You are still a resident of that country.
 
I have a Social Insurance number that i made when I was in Quebec, and I have a bank account, also created in Quebec. I also had contact with the government when I was trying to get assistance while learning French. Is this what you mean?
I have no other bills or addresses, unfortunately.
 
I believe the questions you are referring to are if you plan to reside in Quebec when you come back to Canada.
There are additional steps required if that is where you are planning on living.
You have to apply for CSQ.

Since you don't really live and have a home in Quebec, you are not a resident of that province.

I used to be a non-resident of Canada, despite holding a social insurance number created in Ontario, bank accounts created in Ontario and contacted with the Ontario government about driver licensing. At that time, I was non-resident because simply I didn't live in Canada.
