My wife and I are sponsoring a 7 year old Dependant Child from The Philippines as a permanent resident.
We applied in August and it seems we are (almost) accepted.

But they sent an email which is super confusing for us......

Step 1 - It asks if anything has changed....nothing has.....so this step is all good.

Question about Step 2 below....I assume it means we need to send the passport into the Manila Embassy. But where and what address? Why is it sending us
stuff about visitor visa info?



STEP 2: PASSPORT REQUIREMENTS – Determine if you need to submit your passport(s)
· Determine whether you require a visa to enter Canada at www.cic.gc.ca/ENGLISH/visit/visas.asp
· Please note that if you or your accompanying family members are permanent residents of the U.S.A and a holder of a passport which requires a visa to enter Canada, you are still required to submit your passport(s).
If you require a visa to enter Canada, then submit your passport(s):
Please provide your passport or travel document and a passport or travel document for each accompanying family member. An accompanying family member must have his or her own passport or travel document.
There must be at least two blank pages in your passport(s).
Please note that permanent resident visas cannot be placed in Diplomatic, Official or Military passports or travel documents.
All passports must be intact and not worn, torn or otherwise damaged; the laminate on the bio-data page must be securely attached. Each page must be securely affixed to the passport; there cannot be any loose pages.
Ensure that your passport is valid for at least 12 months from the date of this letter.
If you do not require a visa to enter Canada:
Please submit one photocopy of the photo page and any pages containing amendments of the passport for you and one for each accompanying family member.
Ensure that your passport is valid for at least 12 months from the date of this letter.
Please note that you cannot use a Diplomatic, Official or Military passport to travel to Canada to become a permanent resident of Canada. You must be in possession of an ordinary passport.

Question about Step 3 below.....
Since it's a dependent child......Is it correct that we only pay $150 and only $150? As per this link?

If so we have paid it already and sent the hard copy receipt with our application. Unfortunatly we can't find the downloaded copy to send again.
But we are wondering if a child needs to pay a Right of Permanent Residence Fee $475?

Question about Step 4 below.....
From what I understand (This may answer the question I had in Step 1) that we need to send the passport through VAC. This is because the dependent child is in Philippines.

Is it correct we would just need to mail the passport, VAC Fees and filled out form to the address here

Yes submit your passport to the nearest VAC along with the other documents they have requested . They will give you a tracking # to follow progress. The link you are clicking on does appear to talk about visitor visas but scroll down the page & you will see Submit Passport. We just did this from VAC in South Korea - passport sent to Manila for processing .There was a small fee that had to be paid in cash . Hopefully someone else can assist with your other questions . step 2 - this is not specific to a visitor's visa. the child needs a visa to travel to canada, this is the purpose of sending in her passport. this section is telling you what to do in the case you need a visa to travel to canada and what to do if you don't require one. since she requires a visa to get to canada, she needs to submit her passport for processing and that it needs to be valid for at least 12 months. this is basically for information purposes only. follow the directions in step 4 for sending the passport to the vac.

step 3 - correct, the child does not pay a RPRF. since you paid her fee already, you can ignore the part about the RPRF.

step 4 - correct, the passport gets sent to a VAC, not the embassy.
