Never do that if you get the ppr request as they will definitely blackmail you. Attesting from foreign ministry is a easy job.
Tell me one thing, what address is showing in your ecas, is it consultants address or your one?

BTW, I do not think passports need to be attested by Ministry of Foreign Affairs before sending them to SVO. But, things may change anytime. Better follow the instructions in the letter you will have received with your PPR.

It is consultant address and so far I guess (not sure) I signed rep form.

Dear mmh93

I did not rcv any PPR, my consultant just asked in advance to submit our passport. I am ready to pay his dues but don't want to be blackmailed, I want to submit by myself, is there any scope at this stage or I have to submit passport to my consultant only?
 
If your consultant is registered in Canada there is very little chance of blackmailing because nobody will risk his license because of few hundred dollars.

Your consultant will receive the PPR and I do not think the agreement you signed with them has any provision that you can send your pp yourselves. I would suggest you comply with their request.

Lol. Yes you can do that with consent from ur rep. There should be such an arrangement.

it's a lie. passports don't have to be attested by anyone. they ask for passport to keep it to themselves until u pay them their due amount. it's applicant's duty to submit their own passport. by the way, if u have taken their service then it's also your duty to pay them back. take care.
