I came across this on the alberta immigration website.

"Immigration, Refugees and Citizenship Canada (IRCC) sets the limits for nominations the AAIP can issue each year. IRCC provided 6,500 nomination certificates to Alberta for 2022. "

my question is 2022 is calendar year or some year starting from month other than January?

Calendar. And Alberta can use all or few of their certificates.
