I'm interested in the Atlantic immigration pilot program and I wanted to ask:
If I get a job offer can I apply for work permit and then apply for PR after?

Signed commitment form “Undertaking for an Application for a Work Permit exempted from a labour market impact assessment (LMIA) as part of the Atlantic Immigration Pilot (PDF, 738.36KB)” indicating the foreign national will apply for permanent residence within 90 days of submitting the work permit application
I dont have my ielts and eca yet and am working on it so I was wondering if I got job offer I could apply for work permit with my employer and then apply for the PR within 90 days of work permit application.
