AINP.. How long untill one can apply?

Hi.

I've got someone that wants to apply for ainp but don't know how soon he is elidgable..
His NOC is 6211 (retail sales supervisor) and he is already working for 6 months. Work permit expires jan 15..
How soon can he apply?

Is there any other way for him to get pr other than ainp?
