AINP Family Stream asking for certified copy of Passport

I have applied for AINP Family Stream on bases of my sister living in Alberta. AINP is asking my sister to provide her true certified copy of passport. She is living in Canada. How can she certify her copy of Pakistani passport in Canada? Is there any law or origination in Canada who can attest copy of passport of some other country? Is there any organization is Pakistan who attest passport copies? There is one was by which is attesting it from notary public in Pakistan or Canada, will it work?

she has to goto a notary public in canada with her original Pakistan passport and get it attested/notarized... notarization in Pakistan will not work as original is in Canada...
