AINP and ECA

Hello,
I've received a Notification of Interest from AINP Alberta. On the checklist it's mention to submit ECA. I've just applied for ECA and I've been told that it takes up to 10 weeks to get. However I have now 3 weeks submit all the documents to AINP.
Is it mendatory to submit ECA?
Can I submit my AINP expression of interest package without the ECA?

You should have done education credentials before you apply for it. Usually the consultants tells their clients what's needs to done before apply. My credentials took 3 months
