You need a Job offer to apply for AIPP. It’s extremely unlikely you will get one for Teaching without Canadian qualifications.

Your Husband can try applying for positions in Tech companies based out of Atlantic Canada. They may consider applying for LIMA if he is at a Delivery Lead or a Project Manager level. Chances are pretty slim. Your best shot would be Express Entry or Student visa
