Age and, health queries re work or student visa application

Asking regarding different family members who are considering emigrating to Canada:

a) If a female is 53-55 years old, is it impossible or highly unlikely to get approved for:

1) a student visa for a doctorate or other as advised
2) and or for a work permit if can get a job offer

b) If prospective applicants 22 -29 are given favorable green lights and seem to satisfy the eligibility requirements of the Federal Skilled Worker Class (FSWC)- does that mean that they could just apply for residency directly or do they still need a job offer and proof of funds etc.

c) Finally, I someone has controlled hypertension or high blood pressure for which they take medication, does that write them off of applying on the basis of health .... or does the good health requirement relate to more deadly illnesses?

Any responses or advice about these queries would be greatly appreciated.

A) is the 53-55 year old the primary applicant. If so, probably not elgible for express entry.
1) doing a doctorate in Canada still may not lead to PR and being eligible. Check eligibility points.
2) Need a LMIA and work permit. Again check eligibility score.
b) if score high enough then does not need job offer but for EE-FSW need proof of funds
c) will have to under go medical and may or may not be approved.
