After Refusal of Student Visa , Can I apply for visiting visa

Recently,I have received refusal letter for Study visa for a one year Certificate course in Advanced accounting saying that the course I have selected does not match with my ealier education and employment.I have already completed my masters in 2010 and was working since then.

I want to apply for Visitor visa. Can I apply for it now or are there chances of any refusal ,in caseI do that immediately?. What are the requirements?

Also, if I wish to apply for some other course, can I proceed further or earlier rejection will affect that???

Yes - you can apply for a visitor visa. Yes - the chances of refusal are greater since you have been refused the study permit. You will need to prove that you have strong ties to your home country and have no plans on remaining in Canada long-term.
