After refusal help for second apply to student visa

Hi,

My visa application for study permit has been refused on 30 June. Here is my profile;

-I had acceptance from college "Business" program (2 years College diploma program)
-I have a Bacelor's degree in Chemical Engineering and i am working as a Production Planning Engineer.
-I have explained that the program will help me to improve my management abilities for the better job positions.
-I'm working as an Engineer for 2 years in a US based company in my country and i have added a letter from my company that says they may decide to hire me again after my education.
-I had just 1 schengen visa.
-I have showed about 30k CAD in my bank account(it was a bulk money transfer because of my car sell and i also explained that) and all my payslips.
-I am 30 years old, single male and living with my family.

Refusal reasons:
-personal assets and financial status.
-purpose of visit

How can i improve my chance for the second apply for Winter?
My plan is;

-My IELTS Overall is :6.5(with one score min:5.5). I will improve minimum score(at least 6) and apply for a Post secondary program.
-I will aplly for US tourist visa. (Hope they won't refuse)
-The money in my bank account will be more stable so it may help.

I am open for any suggestions. Could you please help?

The purpose of visit "must" have come from the choice of program. The VO must have wondered why you decided to go for a Diploma after a Bachelor which doesn't seem like a logical progression, and maybe also your SOP lacks an appropriate relation of evident explanations

The Personal asset and financial status might be the reason of you not including any self property or other tangible investments, I guess you are self sponsored?!

I got gcms notes and it says;
"planning engineer with modest income wants to attend a 2 year college degree program in business. he has recently sold his car to do so. funds are tight. has limited travel history and weak economic ties to homecounty. Based on available information on the file, I am not satisfied pa would be a bonafide temporary resident who would depart Canada at the end of an authorized period. Refused."

Now i will change the program to 1 year post grad-cert.
i will show deeds of mine.(Agricultural areas but i don't have any document for the income from there)
i had about 27k cad in my account while i was appliying and the program was 14.5k cad . VO still says funds are tight. How much should i add more?

It shows that the VO was concerned that with the way you either showed your funds which wasn't convincing to him.

If you from one of the countries that has GIC has mandatory, pay for GIC if not show a steady bank statement with inflows and outflows of funds without a huge deposit and pay for either your first semester or a year's tuition fees. Then show convincingly how you intend to pay for the subsequent year in your bank account(after paying your tuition fees, your closing balance should be able to cover your living expenses if you didn't pay for GIC and your remaining fees)

Most importantly since you working, also try to show again your source of funds by adding yet again your payslips, employment letter, promotion letter, leave letter, introduction letter etc

For economic or home tie, the aforementioned can cover for this but it will be more improved if you have personal properties or families(show birth certificates or inheritance, investments etc)

Most times, using a sponsor also strengthens ones financial capacity and application especially if one isn't well established in home country

you should be fine if you able to pay for your first year tuition fees and showing the rest of it for the subsequent year inclusion of your living expenses for a year in your account, that should be convincing enough. Then make sure you show a leave letter from your place of work, it builds home tie also.

BUT in all, the VO has the final decision to your application.
