So we have just recieved PPR in the mail today and I have a couple of questions.
My husband is in Canada now but wants to go home and visit for a couple of weeks.
Can he do this once he gets his passport back? Or do we need to then apply for a PR card? Can he not re-enter until he has his card?
Also, we have applied for TRV extension, can we get a refund?

You don't apply for a PR card, it's automatically ordered when the person lands and become a PR. It will be sent to the address in Canada that he supplies at the time of landing.
Since he would normally need a visa to enter Canada, then yes, he will need the PR card to come back into Canada.

He can go back to Thailand without issue . He is still Thai citizen.
on the way back he has to have a pR with him inorder to return back to Canada.

He is is Canada now, so he wont be landing will he?
when do you get the PR card if you are in Canada? We send his passport away and he gets a visa inside right? and then when he goes home will he need a PR card to return or will he only need what is in his passport?

No , dont need to landing because he is in Canada. I am not sure now. When I came was 2 months. I went back to Thailand with a paper i got from Canadian immigration in BKK. I think he only need what is in his passport.

Finall Thoughts ,If I were him i would wait until everything is cleared.

Hmmm. Well, since he hasn't landed yet, he can go home after getting the passport and land upon his return to Canada. That would be perfectly fine. Assuming the visa will be valid that long, it's only valid for as long as the medical is valid (one year since it was taken) or until the passport it's in expires, whichever comes sooner.

When the passport comes back, it will have in it the visa - the visa is a one time use, when you first cross the border with it, you become a PR and the visa is voided. The next time he wants to come into Canada, he will need to show that he is a PR (since he won't have a visitor's visa or something other entitling him entry), which is usually done with a PR card. He can also get a temporary travel document from a Canadian embassy abroad.
He will also get the COPR form, which will be filled out when he lands. But the COPR is not a travel document and though they often staple it in the passport, it alone does not entitle one to cross into Canada. If you are not from a visa exempt country, you have to show either a visa, a PR card or the temp travel document.

My PR card took ages (almost 3 months), but that was because they messed up something and I had to have my picture retaken. It usually comes within 6 weeks.
