See the new check list of CIO Sydney - imm5612e. all documents of local visa office to be sent with the initial app. to Sydney.
The Visa office check list serves as dual purpose information for all old & new applicants, where documents as per earlier process are still to be sent to the local VO.
Do not read everything literally, apply some logic too.

Yes m also applying from Pakistan and our visa office is London and m confused whether i should send initial forms to CIO Sydney Canada or London ?

Initial form goes to CIO canada

If you have applied before 26th Jan, your full docs will go to London. If you are applying after the 26th Jun all your docs (Full docs) got to CIO Sydney
