You were refused for the reason they don’t believe your stay is temporary which has nothing to do with biometrics. Right now your application is refused. May be doing background check to verify refusal.
All you can do is wait. There are no timelines for reconsideration and sometimes it is faster to reapply. Sir I also didn't get my biomatrics providing any cnfrmation from IRCC but VFS Global cnfrm me that my Biomatrics is done successfully but I didn't get any cnfrmation from IRCC yet. Not any email and not any updates in the Application too. I didn't get any of Cnfrmation about Biomatrics received even my application Status is still showing Give your biomatrics which is not Provide yet..Do you mean email confirmation? Don’t believe they send email confirmation that biometrics have been approved.

I Provide Biomatrics on 10th November 2023 now 21 November still My Biomatrics is not showing in my portal.. yeah you right but it's over week too. I contacted VFS Global they said Raise a Webform and provide them Biomatrics Id which give me VFS Global after providing. I did same as they said but nothing happened since then.When did you do the biometrics? There is a lag time between doing biometrics and it showing up on the portal. If your background check is being processed that means biometrics have been received. Just be patient. People don’t monitor their profile so closely that they notice glitches in the system or processing delays before things are updated online. It takes weeks to receive a response from a webform since so many people send in webforms and often many webforms so would suggest being patient before rushing submitting a webform.
