Afghan Spousal Sponsorship Via CHC Islamabad

According to CIC Website all new Spousal sponsorship are being processed from New Delhi however, CIC instructed me to submit my wife's forms to CHC Islamabad? Am I the only one or there are others as well

That's odd...usually CIC would be the ones sending the file to NDVO, you only have to submit it to Mississauga. I really hope they're not transferring all the applications back to Islamabad, that would be just stupid.
