Affordable housing and rent assistance for Albertans with low income

Hello everybody!
I'm going to move to Alberta. I am a protected refugee and temporarily live in another province. My income is considered below the year minimum wage here.
Can I count on affordable housing and rent assistance for Albertans with low income?
And it possibly how can I do it? I found that site, but I don't understand

You can not count on any form of housing assistance. Most programs have long wait lists due to high demand.
