AEO for Manitoba but issued in New Brunswick

Dear Sir,

My wife got an AEO confirmation for Winnipeg Manitoba but the AEO was applied and issued from Service Canada Centre in St. John, New Brunswick. Is this an authentic AEO?

Im jsut confuse why the AEO was issued in NB and not in Manitoba. Pls. advise. THank you
