I believe your cousin visa has expired and he is again applying. He can apply as a visitor and you can send him letter of invitation. There is a tool in cic web site 'http://www.cic.gc.ca/ctc-vac/cometocanada.asp' that can help him in the process.

Sharma

What will be the purpose of his visit this time?
For how long will he visit?
Does he have a Canadian host?

Your cousin must apply as a Tourist.

He must include:
1. Evidence of his strong ties: Employment/business + property/land ownership + family ties + strong financial situation + previous travel history

2. A detailed day-by-day itinerary with expense estimates of his schedule/plans in Canada

3. Hotel reservations + provisional flight bookings

4. Overseas medical insurance policy for one week (refundable/dates can be changed)

5. Financial proofs to show he can pay for his itinerary + hotel + airfare + miscellaneous expenses

6. Previous travel history explanation: Table format of countries he has visited in the last 10 years + purpose/visa details

As he visited Canada in 2011, he can apply under CAN+
