Advise needed if worth trying for Canada or any other country option ?

I am estimating total low CRS points around 350-360. IT experience (Business Analyst/Managerial role)..I have masters’s from US with overall 15 years experience (includes 10 years US experience)

I have gone through the sites of different Provinces ... Ontario needs 400 points and rest Provinces are either closed or IT occupation not in demand list.

. NOCs 2171 (Information systems analysts and consultants) are in NSNP Demand occupation list. I have checked the NSNP site and as per the link Nova Scotia Demand: Express Entry | NSOIcategory B is closed currently.

Also I have checked the minimum points requirement is 67 and unfortunately I am getting 66 points (includes spouse 5 points for IELTS) with no points for "Arranged employment in Nova Scotia" and "Adaptability" . I am 40 years so less points due to age.

Even if category B opens, I don't think any chance with 66 points. Could you please advise if any other province I could check if I am missing something ?

I know this is forum for Canada but please let me know how and where to check any other country open with better chances of migration as myself and my spouse has both given IELTS recently so atleast thinking to put application in queue for if Canada almost zero chance. (Checked Australia already and not meeting points)

The best option is SINP OID sub category (without EE). Needs only 60 points in their points assessment grid, 4.5 IELTS bands (only main applicant's) No WES required. But IT Related NOCS 2173, 2175 and 2147 are in the list of SINP demand occupation. I think your related NOC is not in there. First check these NOCs. If any of them is suitable only then u can apply for that.

I am also with quite similar situation, I am 38 years old, living in Pakistan. CRS total 375. i guess, in our scenario, we only have PNP (without job offer).

I have checked the http://www.saskatchewan.ca/residents/moving-to-saskatchewan/immigrating-to-saskatchewan/saskatchewan-immigrant-nominee-program/applicants-international-skilled-workers/sinp-in-demand-occupation-list in the 3rd column, with title "SINP Requirements Related to Professional Status or Licensure " e.g for 2173 - software engineers this is written:

Provide documentation from the Canadian Association of Information Technology Professionals (CIPS) showing your:

• Candidate Membership as an Associate Information Technology Professional (AITP); or,
• Certified Membership as an Information Systems Professional (I.S.P); or,
• Certified Membership as an Information Technology Certified Professional of Canada (ITCP).

Do we have to get the certification/license also needed ?

Also whichever NOC we apply, (in my case, I have worked in different projects so there is overlap of 2-3 NOC's) do we have to work ONLY in that NOC once we get PR or we could apply different jobs/NOC's if candidate has different skills ?

NOCs 2173 and 2175 license obtaining is very easy. Only within 2 months. You can apply first, then provide it later. Process run parallely .
They are very strict about Job duties in Reference letter. Your intended NOC's 70 to 80% duties must match with their expected mentioned duties abut that in the website. Otherwise they reject the application. So, be careful.
