Quebec immigration bureau does not need police certificates. These are needed after obtaining CSQ, when applying for the federal part. Then it depends on the processing times of visa office that will be servicing you. Police certificates are valid for 1 year. If your visa is not issued in these 12 months, you will be asked to submit new certificates later by your visa officer.
