I have recently graduated from a PhD degree in Vancouver, and I applied for a postgraduation work permit. My study permit is expired now, but I applied well before the expiration date.
Due to a family emergency, I had to come home to Mexico, and now I will be returning to Canada, and my work permit still have not arrived. My eTA is still valid until 2020.
I checked the CIC webpage, and found this relevant information:

This is what the web page says:
If the officer believes there is reason to refuse your re-entry, you will not be able to enter Canada.
I just want to ask for some advice if any of you have experience with this to minimize the chance that I will not be allowed to enter Canada. I have printed the proof that I have applied for my PGWP, proof of the payment, my (now expired) study permit, as well as a bank statement with around $10,000. Any other advice of what else to bring or what to expect will be appreciated. Thank you!

- You can leave Canada and return, as long as your visa or eTA is still valid.
- If your visa or eTA is expired, you have to get a new one before you return to Canada.
- You may enter as a student if your study permit is still valid.
- If we approved your post-graduation work permit while you were away, you may enter as a worker.
- If we are still processing your post-graduation work permit, you may enter as a visitor, and you can work without a work permit until we make a decision on your application.
- You can also re-apply for a new work permit, and pay the fees, at the port of entry if you meet all other applicable entry requirements. Once you are in Canada, you can use this web form to withdraw your previous application.
