Advice: new application under new married name but passport still under old nam

Advice pls. I am working on petitioning my spouse in the Phil.. We got married in LA. She decided to adopt my last name. We therefore filled up all forms under her new married surname (my last name) and we are in the process of gathering all supporting documents. Problem: she is still working on renewing her passport under her new married surname and this will take time but we wanted to submit our application already. The only other document that would evidence her as having a new surname is a Drivers License and the marriage certificate of course. She is still working on the other government ids such as SSS and the passport. Will our application identifying my spouse under my last name be accepted?

You should wait for the new passport if she wants to use her married name...
