Advice Needed Urgently: LMO advertising requirements with AEO

Folks i'm hoping that someone can clarify a few things.
I've searched but haven't been able to find anything on the forum relating to my query

I'm currently on a Working Holiday Visa which expires in late November 2010.

My current employer is a crown corporation and thus has strict HR guidelines and policies.

A role (NOC 1222) has become available in the company and it was advertised internally for 12 days.
A number of people applied and were called for interview
I applied and was called for interview.
Spoke with manager who is responsible for the role today.
He wants to offer me the job but there is a problem: HR hasn't/won't advertise the role externally. As a result applying for an LMO to get a new work permit would be difficult.

If he decided to go the AEO route instead and wants me to work whilst the AEO is processing(i called service Canada today and was told it'll take approx 6 months) then he would have to submit an LMO in order to get me a new work permit.

If this is the case, does he still have to show proof of advertising or can he submit the LMO form with a letter stating that the company is applying for AEO and wish for me to work in the meantime.

Can anyone please advise asap as i'm meeting with him tomorrow to give him an idea of the AEO process.

advertisement is must, sometimes 2-3 times. Desired employee is to be explored in local market first.

But i thought going the AEO route didn't require advertising (even if a company wanted you to work prior to AEO being approved and therefore needing to apply for an LMO) as they are willing to offer permanent employment?

judging on what you are saying-In this instance would having advertised it internally to approx 6000 employees not be sufficient?

The AEO doesn't have to be advertised, but if you want to continue working, you need a LMO and that has to be advertised externally, and only when it is approved, can you apply for a work permit.
