Advice needed regarding eor and confusion regarding ielts and celpip

Hello all,
I gave two ielts exams on 2, 13 march 2019 with scores L/R/S/W : 8.5/8/7/6.5 And 9/7.5/7/6.5 respectively, result was unchanged from eor of first test,
Now i am confused wheather to apply for eor of 2nd test
If i have to give retest shall i go for ielts or celpip(there is one centre in chandigarh)...please advice

I think that you are no longer able to apply for an EOR because you can do so within 6 weeks of your exam date.
