Usually to apply for BOWP your WP has to expire within 4 months! but if your work permit will expire in more than 4 months and you have positive result on ur PR, then go ahead and give it a shot, u might get it!
i JUST apply for it beginning this month and my wp will expire after 7 months, and i got it! today i recieved approval letter!
So go and apply it u will only lose $150 but u might gain alot!
