My PR card will expire in March 2018, and I plan to return to Canada in May 2017. By then, I won't be able to fulfill the residence obligation. I will begin taking a 2-to-3-year graduate program in Canada starting from September 2017. Based on my reading of the wonderful forum, I know that I will be allowed to enter Canada, and that I will be eligible for a renewed card starting from May 2019.
My question is whether I will be retreated as a legal PR between March 2018 and May 2019 in the following activities.
Q1. Is my stay in Canada after March 1 2018 legal?
Q2. Am I eligible to apply for national academic scholarships that are reserved for Canadian PRs or citizens?
Q3. Am I supposed to pay for national or international tuition during that time?
