Adopted child, Canadian mom, US resident, US dad

My wife is a Canadian citizen (born and lived there until 20s). She is a Permanent Resident of the US. We adopted a girl from China and are trying to figure out a path to Canadian citizenship for her. She is 3. Any help is much appreciated.

One problem, I believe the adoptive parent must live in Canada to apply for citizenship for the child.
