After getting PR in Canada, if anyone wants to admit in University (by self-finance/govt. loan) then do he needs to submit IELTS ( academic) score !!

Different universities have different requirements. Go on the university website or contact the university to find out the requirements for PR and Canadian residents.

Yes, you need to if your previous education was not in English medium.

A very few number of universities accept previous education in English medium as a proof of English requirement, rather you should go for IELTS Academic to fullfil English Entry requirements there.

On the other hands, most of the colleges accept previous education in English medium as a proof of English requirement,.

Most of the colleges consider English medium study as a proof of English requirement, U will get a invitation easily too, better pray for the visa which is quite tough to get, as you need to prove that you really wanna go back to your home country. secondly you should properly demonstrate that this study has a good market demand in your home country
