Sure you can apply if you are eligible in any one of the categories CEC, FSW or PN, please check the links below to have better idea

I'd suggest you to go for admission and get a student visa first before putting up your application for EE.
This is because, in your student visa application, you basically assure the VO that you will leave Canada at the end of your studies.
In contrast, You basically show your intentions to live and work in Canada when putting up your PR application.

However, it's just my suggestion and final call is yours.

This is the best response. If the OP applies for both at the same time his student visa would be rejected.
