I'm not completely sure, but I would put him, and add a note that by virtue of being your husband, he is his step-dad, but he hasn't adopted him yet, and you plan on doing that in the future (if that's the case).

Thanks for the information Sweden. But we wanted to put this (my son's name) information but then were skeptical thinking that they might ask the adoption letter.
Since my husband hasn't adopted him yet, we didn't wanted to take a chance of not attaching the adoption letter.
