Additional documents and processing times

Hi guys,
I applied for CEC on January 24th,2013 but I forgot to add my T4.
So I have 3 questions..
1. Does anybody has any experience with sending additional documents - do they ever receive them and add to the application?
2. I am applying under NOC B, unfortunately my IELTS test writing had 4,5 points all other skills were 5,5 or 6. I submitted this IELTS with all my application but I have applied for a new IELTS test on April 27th. As soon as I will get a test result I will send it to CIC. How do you think - will it work?
3. If they refuse my application - are they sending all documents and payment back to me? Or if I get AOR - how long time usually it takes when they start processing the application? Will I have enough time to re-submit my IELTS test?

I don't know why you did this to yourself - they have a document checklist. NO reason whatsoever for you to be in this position.

1) Of course they add it to the file.
2) If they haven't started processing your application you might be lucky, but if they start processing it before hand they will reject your application.
3) The first check is completeness (which your application probably is), so it will not be returned. If they start processing it and realise your scores are too low, they will not send the application back nor refund it.

Given your application is already submitted, there is no harm in sending the updated scores - but be prepared if it is rejected. You can also consider withdrawing your application now, get everything returned (saving yourself losing the fees) and re-applying after retaking the exam and reaching the required level. However there will be a delay between your request to withdraw and getting everything back.

If your scores are low, your application will likely be rejected. This is a pass/fail immigration class, and VOs generally don't ask for clarification.

I don't think you would have grounds for appeal given, at the time of your application, you didn't meet the requirements. You are usually assessed as at your application date.

How long time does it take when they have accepted application (AOR) and starts processing the application?

Serzal,
Was just looking at your timeline since I applied on January 24 as well. You will probably get your AOR in March first week and you are appearing for IELTS on April 27. Couple of months in between is not a short time. I would suggest you might think of withdrawing your application, not sure how to do it though. This way you will loose 2-3 months but would work out OK in the long run.
