What exactly does this mean? I got my study permit extension for a program, and before starting the program I want to change universities. Do I have to reapply?

You can change the program and DLI within 180 days.

There is nothing like “180days”, except you need to be “actively studying while in Canada”. In most case, consider a full semester

If I reapply for a study permit extension now, do you think I'll get it by September 8? The processing time says 68 days (well before September 8) but dunno how accurate that is

I cant predetermine processing time with current backlog

This is an old regulation. Since 2021, you have to actively study at your dli (around 1 semester) before you can change dli. Otherwise, you have to apply for a new study permit.
You can see that his extension was approved this year. If you're inside Canada then you can change dli without reapplication. If outside then reapplication.

Again there is no specific "150days" in the guidelines but you need to be actively studying before changing DLI. this will avoid old DLI to report you to the immigration as "not being registered" to study. If you drop out, wait next semester to register in other DLI, there is likelihood to be reported as "not registered". Most people advise "full semester" then transition to the new DLI. This address question of "progress toward completion of your study"
