Accompanying spouse documents

Hi,
I have got an invitation to apply for PR under CEC on 18th January draw. My wife will be coming to Canada next month on open work permit. As of now I don't want to include her in permanent resident application so answered the question for "will your spouse accompany to canada" as "No" however in requested documents I see that the following documents of my wife are requested.
1. Passport copy
2. Upfront medicals
3. PCC
I wonder why these documents are needed when I already answered that I will not included her in the profile. Am I doing anything wrong?

If you apply for permanent residence, you must have an immigration medical exam. Your family members must also have a medical exam, even if they’re not coming with you.

Also same for the PCC and passport.
