I have a question, asking it for someone’s situation(not mine)
For someone who is a minor student (below 18), actually aged 16, wants to study university in Canada.
if he applies for study permit, and he wants his mum to accompany her, is that possible?
and would they need to apply for any sort of visa for the mum or only study permit for the child.

Generally not possible.

The mother can apply for a TRV but there is no guarantee it will be approved. If approved, the TRV will allow her to visit Canada temporarily for a short period of time but not live here. While in Canada as a visitor, the mother will not be allowed to work and will not be covered by Canada's health care program.

For the study permit for the minor to be approved, a guardian in Canada will need to be found. This can't be the mother. It must be someone who is already living in Canada as a PR or citizen.

but when you search on the website, it states that the student either has to have a custodian or an accompanying parent?

The parents or legal guardians must prove the minor child will have the care and support they need during their stay in Canada. Minor children under the age of 17 must either:

  • come with their parent or legal guardian or
  • have a custodian in Canada

That's in cases where the parent or legal guardian is coming to Canada on their own visa that allows them to live in Canada such as a work permit or study permit, and the minor child is accompanying them.

This does not apply to the scenario you have described.

It's not impossible, but it's difficult.

As I said before, the mother will need to apply for a TRV. There is no guarantee the TRV will be approved. If the TRV is approved, this will only allow the mother to visit Canada, not live here. She can try to extend her stay in Canada once here, but again, no guarantee the extensions will be approved and she may need to leave at some point.

While in Canada as a visitor, the mother will not be able to work and will have no access to provincial health care coverage.

A guardian will still need to be found for the child in Canada for the study permit to be approved.

If the child does not travel to Canada without a parent to do their bachelors I would suggest they do a post grad degree. Students studying at university in Canada are usually considered independent enough to study without a parent. Even if they are able to remain for 6 months staying for years is extremely unlikely.

No the question is the child is A minor and as a minor, the child can’t be legally responsible for themself either a parent has to accompany him or they have to find a custodian
