I was in Canada on a study permit since 2012 which expired in April 2016. I was supposed to leave by April 2016, but I was renewing my passport and could not leave until I got it back. I overstayed my study permit by 85 days (under the 90 day grace period), and left Canada back to my country. When I was in Canada during my overstay, I was about to apply for restoration, however I was told that it can take up to 4 months, and I would not be able to leave Canada until a decision was made. After speaking to a CIC rep over the phone, they told me since I wanted to travel anyway, I should leave Canada and then apply for a new study permit instead of restoring my status.
So, I left Canada in the beginning of June and applied for a new study permit in July. I was hoping to get my permit by then end of August since I had to go back to finish off my last year of my degree. However, in late August, CIC requested a new updated letter of acceptance from me. I contacted my university and got that, and uploaded it to CIC in early September. Since then, I have not heard back from CIC at all. Not in the form of a ghost update, nor any comment on the LoA I uploaded or my application status. The visa office responsible for my application is CHC Abu Dhabi, UAE. I have tried to call them, e-mail them as well as contact them by post, but have received no reply whatsoever.
Now it has been over 4 months and I haven't heard back about my application. I do not have any clue what is going on, especially since my application is not responded to. I have also submitted over 3 Case-specific enquires and each time the only response I get is 'Thank you, your enquiry has been forwarded to the relevant office. You will be contacted soon by them...', and never have I been contacted on the update. It sucks though since I am nearly done with my 4-year degree and now that I have 1 year left they aren't giving me a visa/permit... not to mention how much money it has costed me to study there over the past few years...
Apart from the fact that I over-stayed due to circumstances, I left within the 90 day grace period and I didn't engage in any academic or work related activity. Since I did not misconduct my conditions, why is it taking so long? And is it possible to get rejected in this situation? If so, why haven't they done so already so I can make other plans? I have been incredibly frustrated for the past few months and have no clue as to what the hell is happening and why it is taking this long. All of my academic plans and travel plans have been put on hold, basically my life is on pause just because of them not making a decision or letting me know what is happening. Should I just give up on them and make alternative plans?
